Stanley Higgins

Mr. Stanley Higgins was born and raised in Detroit Michigan. He is currently, the Director, Complaints Resolution, Inspector General Office and serves as the principal advisor to the 9th Reconnaissance Wing Commander planning, organizing and executing a wide range of activities for the Complaints Resolution Program and Fraud, Waste and Abuse program, ensuring compliance with legal and regulatory requirements.

Prior to this position he served as the Director of Clinical Quality Services and Risk Manager for the 9th Medical Group. Primarily responsible for planning, organizing and managing the Military Treatment Facility Clinical Quality Health Risk Management and Performance Improvement programs while administering and ensuring accreditation and compliance programs; Senior program analyst and advisor in the Mental Health (MH) product line at the Veteran Administration Northern California Health Care System to MH leadership on the evaluation and effectiveness of mental health programs and operations; Department of interior, Bureau of Reclamation, Mid-Pacific region, training officer providing technical advice and assistance to all levels of management concerning determination of training needs.

Before entering public service, Mr. Higgins was the Superintendent of the 9th Medical Group at Beale Air Force Base. As the senior advisor to Medical Group Commander, executive staff and 375 healthcare personnel, he helped to guide the delivery of comprehensive quality healthcare and support services to 22.6K beneficiaries. He provided vision and leadership in support of medical group strategic planning, policies, medical readiness and business plan execution. He has held key management and leadership positions at the squadron, group and base level as well as in the local community. He has been stationed at overseas locations, Spain, Germany, Japan, Korea, Kuwait, Qatar, and Afghanistan. Stateside he has been stationed in Arizona, New Mexico, Texas and California. He served 30 years of active duty service in the United States Air Force and retired from active duty in May 2015.

Mr. Higgins has Masters of Business Administration, Human Resources Management from Columbia Southern University, Certificate, and Project Management from Columbia Southern University and a Professional Manager Certification from the Community College of the Air Force.

His professional development include, training from the Air Force Senior Executive Leadership Course, University of Tennessee, Lean Six Sigma Green Belt Facilitators Course, Air Force Senior Medical Executive Skills Leadership Course, Air University and the Air Force 8-Step Problem Solving Course, University of Tennessee.

His community and professional activities include, Sacramento Chapter of Big Brothers Big Sisters, Board Member 2015 – Present, Abilene Boys and Girls Club, Board Member 2006 – 2010 and Kiwanis Club of Abilene, Board Member and Membership Committee Chairman 2006 – 2010
